RESOLUTION ON THE FAILURE OF OUR ELECTED REPUBLICAN OFFICIALS TO ACTIVELY SUPPORT AND ENSURE E-VERIFY EMPLOYMENT ELIGIBILITY WAS PASSED DURING THE RECENTLY CONCLUDED LEGISLATIVE SESSION. ADOPTED JUNE 20, 2011WHEREAS, the federal government has neglected its role to safeguard and protect our country from an unprecedented invasion of unauthorized aliens who have increased fiscal costs for education, law enforcement, health care, and other services; cost legal workers their jobs, and/or depressed their wages; andWHEREAS, the Republican Party of Okaloosa County welcomes legal immigrants and understands the important role legal immigrants have played in the history of our great country, and commends those legal immigrants that followed the necessary steps to lawfully emigrate to the United States and obtained legal residency and/or citizenship; andWHEREAS, ending employment opportunities for unauthorized aliens is a common sense, reasonable solution to ending Florida's unauthorized alien crisis; and the enactment of such a law is a necessary and appropriate step to further promote the employment, health, safety and welfare of all Florida citizens; andWHEREAS Florida Governor Rick Scott, recognizing the importance of the wishes of his constituency, issued an executive order his first day in office requiring state agencies under his direction to verify the employment eligibility of all new agency employees through the U.S. Department of Homeland Securitys E-Verify system; andWHEREAS, the Florida Senate failed to follow through to ensure that mandatory E-Verify Employment Eligibility legislation was passed in the Florida Senate Senator Haridopolos should not be able to blame the legal citizens of Florida for not being there in sufficient numbers for them to do the right thing. We expect and hold all of our elected officials to support the Constitution and do the job they were elected to perform.NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Okaloosa County expresses a profound disappointment that the Florida Senate failed in the adoption and passage of the mandatory E-Verify legislation to require all employers to use the Federal E-Verify program to ensure that all new hires have legal status to work in Florida; andBE IT FURTHER RESOLVED that the Republican Party of Okaloosa County also expresses a profound disappointment in the Florida Department of Agriculture for not actively supporting our Governor, and the adoption and passage of the mandatory E-Verify legislation to require allemployers to use the Federal E-Verify program to ensure that all new hires have legal status to work in Florida.BE IT FURTHER RESOLVED that the Republican Party of Okaloosa County has exhausted all patience with those elected officials, who have turned a blind eye to those who have entered our Country unlawfully. Article I, Section 8, Clause 4 of the United States Constitution addresses a uniform Rule of Naturalization for all who have entered our Country legally and not to pass a Comprehensive Immigration Reform package that rewards those that have entered the United States unlawfully or overstayed their visas.Approved and adopted this 20th Day of June, 2011, Niceville, Okaloosa County, Florida. RESOLUTION BY THE OKALOOSA COUNTY REPUBLICAN EXECUTIVE COMMITTEEAS REGARDS THE OKALOOSA COUNTY 2011 - 2012 BUDGETWHEREAS Governments at the Federal, State and Local are operating in an environment of reduced revenues; WHEREAS The purpose of government is to provide only the infrastructure and services to its constituents that they are not capable of providing for themselves;WHEREAS Government, like individuals and businesses, should be required to operate under the budgetary constraints of expending only those revenues available;WHEREAS The categories of services and infrastructure for which the Government is responsible may be divided into the following prioritized categories:1. Public Safety; 2. Essential Services; 3. Quality of Life;WHEREAS Okaloosa Countys Board of County Commissioners and Constitutional Officers are responsible for planning, funding and operating the services and infrastructure for their constituents;WHEREAS Okaloosa County Commissioners and Constitutional Officers have, in the past, responsibly and conservatively performed their duties maintaining the lowest millage rate of all 67 Counties in Florida;THEREFORE BE IT NOW RESOLVED THAT THE OKALOOSA COUNTY REPUBLICAN EXECUTIVE COMMITTEE OFFERS THE FOLLOWING RECOMMENDATIONS TO THE OKALOOSA BOARD OF COUNTY COMMISSIONERS CONCERNING 2011-12 BUDGET PROCESS:1. Maintain the current millage rate. Revenue sources should be based on consumption and users fees to minimize ad valorem taxes.2. Remember the Republican principles of less government, lower taxes, more individual responsibility and greater personal freedom in your budget considerations.3. Retain the priorities of: 1. Public Safety, 2. Essential Services, 3. Quality of Life in decisions concerning allocation of funds. Utilize citizens and community service organizations as volunteers to reduce impact on items of lower priority.4. Remember that 191,000+ citizens and 130,000+ voters in Okaloosa County are your constituents and deserve the highest consideration in your deliberations. While County employees should be duly compensated, they are hired to serve the needs of the county.5. Spend judiciously. Taxpayer money is not to be used for nonessential material or services. Supporting charitable organizations should be the individual taxpayers choice, not the Governments.6. Supplement revenue through the sale of surplus property and use of in-kind services. 7. Consolidate functions, offices and staff. Eliminate expenses by reducing studies.8. Utilize this time of reduced revenue to improve government effectiveness and efficiency.9. The Okaloosa County Republican Executive Committee is resolutely opposed to a tax increase.Approved and adopted this 11th Day of April, 2011, Niceville, Okaloosa County, Florida. RESOLUTION BY THE OKALOOSA COUNTY REPUBLICAN EXECUTIVE COMMITTEE FOR COMPREHENSIVE REFORM OF IMMIGRATION LAWSWHEREAS, shifting demographics, the recession and accompanying rise in unemployment, plus the lack of federal progress in immigration reform have led lawmakers serving in state and local governments to become increasingly frustrated with enforcement of laws concerning illegal immigration; andWHEREAS, similar bills have been and may be introduced in several states for the 2011-12 legislative calendars, andWHEREAS, an immigration bill is needed in Florida to allow state and local law enforcement of federal immigration laws to uphold the health, safety and welfare of Floridas legal residents by effectively allowing the state to enforce federal immigration law in Florida; and,WHEREAS, Floridas State government has a collective duty to protect the safety and security of its citizens from persons who have gained illegal entry into the United States that wish to do us harm or commit criminal acts against persons and property located in our State; while taking jobs from our legal residents; and,WHEREAS, although comprehensive, the existing federal immigration regulatory scheme cannot respond to the economic and legal implications of the large numbers of illegal immigrants coming to the United States to take unskilled or semi-skilled jobs; andWHEREAS, the federal government urgently needs legislation to correct the failings of our present immigration system, to recognize the crucial contributions that immigrants make to our nation, to enable employers to legally hire needed immigrant workers, to protect all U.S. Citizens and legal immigrants to facilitate family unification, and to restore civil rights and liberties to all; and,WHEREAS, the federal governments neglect of its role to safeguard and protect our Country from an invasion of illegal aliens has created a huge societal and financial burden on State and local governments, their citizenry, increased costs for education, law enforcement, healthcare and other government services; andWHEREAS, the Republican Party of Okaloosa County welcomes legal immigrants and understands the important role that legal immigrants have played in the history of our great country, and furthermore commends those legal immigrants that followed the necessary steps to lawfully emigrate to the United States and obtain legal residence and/or citizenship; andWHEREAS, comprehensive federal immigration reform would restore the rule of law, enhance security in the United States, reflect the core values of this nation, and minimize the criminalization of undocumented workers;NOW, THEREFORE BE IT RESOLVED that the Okaloosa County Republican Executive Committee of the State of Florida expresses its support for the adoption of new immigration laws for Florida consistent with the principles set forth above.BE IT FURTHER RESOLVED that the Legislature of the State of Florida should take all necessary action in the 2011-12 Legislative Sessions to swiftly address comprehensive and humane immigration reform that protects the rights, property and employment of legal residents of the State, keeps families together and does not create categories of workers who can be exploited. The Governor should sign such legislation and members of the Cabinet should exercise their regulatory authority to achieve these objectives.BE IT FURTHER RESOLVED that the Republican Party of Okaloosa County encourages the other sixty-six (66) Republican Executive Committees in the state of Florida to join them in supporting the adoption of an anti-illegal immigration bill, and to likewise forward their written statements of support to the Republican Party of Florida, to all members of the Florida Legislature and to the Florida Cabinet.Approved and adopted this 21st. Day of February, 2011, Niceville, Okaloosa County, Florida.
